Ihavent seen this film in 16 years probably but here is tge jest of the theory: nuclerar fusion at room temperature, IE cold fusion. Putting in less energy so you get more out of it = net profit.
This is why a perpetual motion machine will never work.

They clearly state the world is running out of resources aka GAS/OIL etc. When we run out, that's it. We die. So they were trying to make an energy source from Hydrogen from WATER.
Man, is english your first language? Because this was all explained very first scenes.
Even at the end Morgon Freeman goes on a speech saying the world is not ready for clean/cheap energy because stock markets would crash. The rich don't want us to have this.
