In the movie its revealed that the cable guy doesnt really work for the cable company. If so, how did he get the job at stevens house and how come a real cable guy never came?

I am assuming that Chip had found a way to intercept Steven's initial conversation with the real cable guy (he really had a good grasp of technology)...and then he probably managed to distract the true cable expert and send him/her to a wrong address by messing up his/her appointment notes..

It does make some sense that he has a radar or something where he overhears the cable company and finds clients that way.

I think its because he used to work for the cable company, so he still has the equipment.
