I just saw this for the first time on Netflix and this was my biggest complaint. He's able to arrange just about anything due to his illegal cable hookups. The guy has more friends than any of us, yet the character's purpose hinges on him finally having a friend. That's sloppy.

People who are nice to you only because you do something for them aren't usually your friends. Just like Steven, they were all acting nice to him to keep getting cable.
sharei thought it was 'rent-a-crowd' too, but the gesture the cop makes to him made me think that he does know all these people. If you take a good look however at all his 'friends' - They are either all old, or look like dorks/outcasts (like himself). Chip seems to have an image of what he wants a friend to be like, he wants to be 'cool' and fit in. I think they're all people that he gave free cable to but didn't make the grade in him wanting to be best friends with.

none of his friends are like that, the guy in Medieval Times doesnt even like him for example, but Chip was able to get front row seats and be in the show,

They were all mostly and probably longtime acquaintances due to his cable efforts. The older cop may have known him since whenever he started doing cable and it went from there. The older couples probably knew him from the start too. The nerdy people and the guy who sang rock the boat were pure losers and probably only had Chip as a friend so I'm sure he bs'ed them into coming like Steven did with Rick who was naturally disgusted with it all.
You meet really two kinds of friends in life:
1.Acquaintances from work/school that are both short and long term.
and
2. Best friends who you consider brothers/sisters.
Chip had none of those latter friends, he had a ton of the former though. So technically he had friends but not close friends hence his desire for his friendship with Steven.
