Kirby (the bully's kid) was being picked on by David's kid, and it is ironic that David was the one picked on as a child, the little kid with the glasses should have been David's kid since they were both picked on and David's kid (i forget his name) should have been Ross's kid. :D

I thought it was not unexpected that Kirby was being picked on by Ben. Because it was evident that Ben was unhappy losing his mom etc. And the move to a new place was also difficult.
Some kids take out their life's' frustration on classmates that appear to be weaker or not know how to defend themselves.
And since the movie made it clear that Kirby's dad, Rosco aka Fang, didn't have control over his family and as a teacher in school (the principal mentioned to David Leary that Ross was too passive), it's not surprising that Kirby would have tendency to not know how to handle the situation. Near the end of the movie, he did. And the bully, Ben, lost interest in bullying Kirby.
