Also he must be psychic because how did he know David "killed" Ross? He even admitted he tried to kill his wife once!
David's neighbour, who is named Art, has good reasons to think David might have killed Ross. When David approaches Art on the lawn, he notices from David's behaviour and appearance that something is quite wrong. So he asks what is wrong. And then David says he's "done something really terrible". And art says because it's a small town, people talk about their twisted relationship and so we can come to conclusions that neighbourhood people suspect one of them killing the other.
Art does not need to be psychic to suspect this. And I don't see how he needs to be psychic to have tried to kill his wife either.
