I realy don't know, however, I always thought that it started here in the U.S. since the Shell Danielson, the writer for the show, came to my school once and told us about the show. She brought some rough footage and out takes from the show. Also, she was the same person who wrote the "Turbo, A Power Ranger Movie".

Big Bad Beetleborgs was based on Juukou B-Fighter, and Beetleborgs Metallix was based on B-Fighter Kabuto, which are both part of the Japanese Metal Heroes series.

While we're on the topic, VT Troopers was based on Space Sheriff Shaider, Jiiku Senshi Spielban, and Choujinki Metalder, all of which are also part of Metal Heroes.
