Isn't he supposed to be a spoof on the whole Elvis isn't dead, he just went home myth?
They had a werewolf, vampire (spoof of Dracula), Frankenbeans (spoof of Frankenstein), a mummy, and Flabber as ringleader. So the full cast of traditional "horror" plus "Elvis" for an urban legend.
The rundown house/mansion and the antics within were the most interesting parts of the show for me way back in the day. I remember wishing they would do something serious with them instead of just comic relief but eh.

shareI agree, but I had no idea who Jay Leno is as a kid so I always thought of Elvis. Do you think the actor put of a fake chin to play Flabber? Or any prosthetic effects of any kind?
shareI thought it was Jay Leno at first too! I was thinking "what's He doing on here?" for a while, then found out it wasn't him, and not only that but it wasn't even supposed to be based on him. Weird.
