It's a cultural / social issue that is one of the main points of the story, the police / military are hardly out to actually do anything for anyone. We see them taking in street performances, operas, bullying locals, showing off their status, and belittling other professions. They only act when a child from a wealthy family goes missing, and their only 'investigation' is finding the first person he's with and torturing him until he admits to the crime.
I hate the term 'bad' used here. The reality is that these slave traders are possibly helping out a bunch of homeless children with no other options and that it's basically an open and accepted market. The police and citizens are allowing it to happen, which makes them equally as 'bad'. It's really all just human nature and everyone trying to get by in whatever ways they know how. In a corrupt society, how much blame can you put on someone who is just taking advantage?
