She didn't wake up from a bad dream. She had been told earlier in the day that her abusive foster/adopted father had died, and didn't allow herself to cry until she got home and found her fish dead in the bowl.
Watch the movie before you get too creeped out. When you think about it, if you live in an apartment in a city, and you don't have your curtains drawn, ANYONE can see you just by looking up. You're taking this one part out of context.

The part where she is crying after seeing her fish dead, she didn't see him looking up at her through the window. He told her he did that later. There was a part after they had met where she looked out the window and he was looking up and she saw him. When he saw that she had seen him, he turned and slowly walked away.

What is romantic is a good looking guy, sensitive, likes flowers, owns his own company, opens up to her about his life what girl doesn't want a man like that. Guys could learn something here.
