Plot holes

On what basis did the police manage to get a search warrant for Cruella de Vil's house? - she hadn't actually done anything toward the puppies herself apart from express an interest in buying them(and even that would have been on hearsay evidence) and that surely isn't strong enough ground to assume she was a credible suspect in their disappearance.

Again - Why was Skinner arrested? He hadn't actually done anything to the Puppies and it would have been very hard to prove that he was responsible for killing the tiger or had anything to do with its death.

I also find it highly implausible that the police would send so many cars to the estate - particularly as they would have only have known that FIFTEEN were missing(the office says at the end - we haven't had any other reports of stolen dogs)

The actions of the police at the end are negligent - they have a legal responsible to at try to get the other dogs back to their rightful owners and it is ridiculous for them to give up so quickly. Cruella and her crew might even have been willing to cooperate with the police in their attempts to do this in exchange for a lighter sentence but it seems like they aren't even given a chance to offer.

. It is also a form of animal cruelty to let that many dogs live in a house of that size (yes, I know they said they were going to move and they did but the Dogs were given to them BEFORE this happened and I assume it would have taken quite a bit of time for them to make the necessary arrangements to move into the new house)

Interesting but truthfully we aren't given all the details prior to Cruella's manor where they discovered the white tiger shawl. Also when you think about it all Roger and Anita had to go on with was the drawing design and Cruella's bad temper.
