Light of Hope in the Manga?

For those that have the Manga, could you clarify what The Light of Hope was there? I know that here in the anime, it ended up being Galaxia's star seed, but I could have sworn that I read somewhere that in the actual manga, it was supposed to be Sailor Cosmos that sent it out and that Chibi Chibi was Cosmos. It's been a long time since I read that, but I ask because as I was rewatching Stars, I caught a few things that had me thinking they might have planned to finish the anime series differently.

First, everyone comments how much Chibi Chibi looks like Usagi, and makes a point of it so many times. Plus, that one scene where she remarks that they might be related, as though foreshadowing. Also, in Episode 186, where everyone follows Chibi Chibi to the big mansion, the rich, elderly gentleman comments that Usagi and Chibi Chibi have the same aura. Finally, in the last episode, when the true form of Galaxia's Light of Hope approaches Usagi inside of the light, we only see her outline. That outline resembles Usagi, with the buns. It's only a few moments later, in a different animation shot, where we see the true Galaxia, who doesn't resemble Usagi at all.

And, isn't Sailor Cosmos supposed to be the ultimate form of Sailor Moon?
