Who killed Bob Bletcher? It seemed like Lucy Butler did it but then this bald headed guy said he did it.

So who did it? It was never made clear, and it is not in the FAQ section.

Lucy. Bald headed guy was the patsy, a sacrificial lamb. Brain wash him, or possess him or whatever, get him to cop to the murder, have him kill himself, and give frank closure, so he'll join the team.
