Will Graham (manhunter) vs Frank Black - who is the better FBI profiler?

Frank is my choice due to being targeted by an entire cult, while Will is targeted by Hannibal and Francis Dolerhyde.

Both are great profilers. Frank can let go after solving a case. Will gets stuck and can't let go. Would love to read a story where both characters are hunting down a suspect.
