DVD Release - Only 8 Episodes and an Awkwardly Large Case?

Anyone happen to own the DVD release that for some inexplicable reason only features eight episodes? It comes in a large clam-shell package (the kind usually reserved for 2-disc collector DVD's like The Crow and Jay & Silent Bob Strike Back) and even stranger, the DVD sits inside a paper envelope stuffed inside a square pocket on the inside.

I got it at Target for $5, so I have no complaints, but does anyone else find this set just plain odd?
