Excuse me but his the character of Julia Carpenter supposed to be Pepper Potts only that Julia Carpenter in Spider-Woman?

At the time of this Iron Man animated series, the short lived team book "Force Works" was ongoing. That had been spawned out of the Avengers West Coast, and the Iron Man TV series was practically an animated version of the Force Works team.
And on it was Julia Carpenter/Spider-Woman II. So she existed in the actual Marvel books. My best guess is the makers of the show figured they've already got a redhead on the team, why not make her into Tony's personal secretary when they're not fighting super-villains as well? And so she was morphed into a pseudo-Pepper-Pottsish mold (and gone was Julias status as a single mother!).

Yeah they combined Julia Carpenter and Pepper Potts in this cartoon. They even have a romantic relationship in this series as well.

In fact I had no idea who Pepper Potts was until the movie. I always thought Julia was Tony's girl in the tv show and the comics. Please note that I was a kid and I wasn't familiar with the Iron Man comics.

I too wasn't overly familiar with the Iron Man mythos prior to the live-action movies. This particular series was my first major exposure to Iron Man. Looking back at it now, given the MCU movies with Robert Downey Jr., it is kind of a strange experience rewatching the '90s show. Besides Pepper Potts, where is Tony's bodyguard/chauffeur Happy Hogan? HOMER on the animated series has pretty much taken the place of JARVIS as Tony's AI butler. And then there's portrayal of the Mandarin on this show and in the MCU, which is a debate for another time.

I didn't read the comics til recently but they changed Jarvis from a human being who was Tony Stark's and the Avenger's butler to an AI for some reason. But they made it up in Avengers End Game when they had the scene with Tony going back in time and seeing his Dad who had a Chauffer by the same name. I guess this is to imply several movies later that Jarvis was based off a person Tony knew as a kid.

That was the choice of Toy Biz, who manufactured the action figures.

So that’s why we didn’t get Pepper Potts or Happy Hogan?

Yep. They were interested in the action figures and that eliminated a lot of the human beings.
