Why would a teenage girl her age (around 16ish) want to flirt with a 9-year-old?

Even for selfish purposes like winning a sandcastle contest, I still find it creepy and weird.

I thought she was about 11. She is seen through the eyes of a 9-year old boy.

They let Helga be on Babewatch. At any rate, I assumed she was like Connie's age. 11-12.
