It's never truly explained (I kinda like that -- leave some of the mystery).
There is a little bit about the "why" in the fourth season episode "Time". It would seem that the recipient of the paper can select his successor. When Gary was a kid, his life was saved by Lucious Snow. Snow basically marked Gary as the next recipient. In this episode, Gary does the same thing to a little girl. You can't really be sure, but my interpretation was that, when Gary retires (or, God forbid, dies), she will be next.
I never catch the episode (if their is one) that explains why and how and by who he receives tomorrows newspaper. Is their an explanation about this ?
The name of the episode is 'Performance Anxiety" (S4 ep #14). Gary gets involved with a guy who steals his paper to do the same job Gary does.
Backstory:S4 ep #1 "The Out-of-Towner"-Gary meets a man (Sam) also getting tomorrow's copy of "The New York Daily News". Sam ,unlike Gary, hires a team of people to help him save the day. One of those people is a guy named Clams. Sam retired but the paper kept coming so Clams takes over. Clams mis-uses though and it's taken away for good.
In this episode we meet Clams when he comes to Chicago. Gary gets an invitation addressed to special subscriber. Gary meets with a very mysterious man. There are pictures on the wall of all the people getting the special paper. But the man answers none of Gary's questions. Including who he is. I think Gary & we the audience are supposed to realize he shouldn't question something that's making the world a little better and him a better person. Gary was unhappy when the agency took the paper away from him. Even though he always said he hoped it would happen one day.
in the episode Clams ends up stealing Gary's paper and after his actions ruins lives Gary's paper then stops coming also.
