Why were Cher and Dee so popular? I know that's how they were in the movie, but I wonder why they made those particular two so popular.

Probably just because they were rich & had the latest in fashion. Their group of friends in the show wasn't even that big, cause usually the popular people have a large posse of friends & followers. They had more friends in the movie.
