Does not work, as shown on this show. Lucy was just going to go have sex just to do it, and Simon had an STD scare and a possible child! I know it's just a tv show, but it happens in real life too. Especially with religious families. Teens will do what teens will do. It's important to educate them how to do so safely.

Don't have any rules or expectations of children because they'll only break them. Just teach them how to break the rules safely.

Abstinence taught poorly leads to problems but the notion teens will do it anyway just defies every logic if raising children. Apply it to any other behavior and the notion is just absurd. No rule can be enforced by "just because" logic but the cultural damage of enabling bad behavior hasnt fared us well at all.
