The girl wasn't wearing hijab at that time (she later did, in an episode dealing with the Iraqi war, though) and it is implied that her family emigrated from France. She definitely would not have been allowed to wear any Muslim headgear in any French school, because French schools don't allow strong religious symbols. Small crosses or stars of David are allowed, but no large crosses (recognizable as such from one step away), yarmulkes…or Muslim headscarves. The DuPré family would have gotten used to it, if they had been living in France before, because in France, school education is compulsory. One of the three pillars of the French school system: Free of charge, compulsory, and non-religious. So, if you have a Muslim family with a school-age girl, you must choose between violating the precepts of Islam, or the law of the country, if you keep your daughter out of school.
I remember countless sessions about that dilemma when I was in college, until I was royally sick of it. It is an interesting subject for one or two reports and/or discussions, but it is not the only issue in France.
