Probably not. They may seem to use them, as if they work. Being a toy, the toy itself would have to have moving parts and yet, most toy guns are just plastic look alikes, there are no moving parts.

Or playing the role, while using them.

Give me some prop binoculars and tell me to look at something far away. I would be able to act like I am looking through them, even though there is no glass in the lenses and it would seem like I was.

These are toys and their natural instinct is to do what they were made to do. It is natural to look through binoculars, for that particular army man, because he was a scout. It came off as him being able to see. Watch the movie again and see if those binoculars had glass lenses in them. Good luck!
