shareI just found out that the Jean-Claude Van Damme vehicle Legionnaire cost $35-million (a couple million more than Theodore Rex) when it was released direct-to-video in 1998.
That might be a bit of a grey area, however, as the movie was released theatrically elsewhere in the world (presumably where Van Damme still had fans).
