I get some vibes from Stuart that he's gay. It must be his gay-like voice, those corny sweaters he always wears, etc.

You do not understand the character at all if you are asking this question. Stuart's father was an over-bearing, intimidating man that constantly belittled him. His lack of masculinity is the result of that, and that's actually a fairly common trait.

Also, there is an SNL skit with Martin Lawrence (playing a stereotypical black character) where he's accused of being a "homo." Smalley denies the accusation, and does it in an honest way. Franken did not create Smalley as a 'gay' character.

He has an effeminate way about him for sure. He seems almost in love with his alanon sponsor, but nothing physical ever happens between them, so I assumed he is asexual.

Asexual suggests he had no interest in romantic relationships. Stuart wanted relationships, he was just bad at sustaining them. The guy was likely celibate, just not by choice.
