The rapist locks a young boy in the bathroom with a chair whilst he rapes his mother? That's about the only detail I can remember of a TV movie about a rapist plaguing a neighbourhood that I saw about thirteen years ago.

No, there is no scene like that in this movie. However, if you have not found what you're looking for, try the "I need to know" board on here. I've found a lot of movies on there that I could not remember the title of.
