Good vs. bad

The things that the Good Andy Garcia, wasnt they almost like the same things the Garcia did? They both used blackmail, they both tried to cheat the gorvemnet (illegal workers vs. cheating in taxes). The Good even attacked policeofficers and others while the bad never used any violence. He was just supposed to be the bad because he wanted to work and the good wanted to relax.
