Did Jean Claude Van Damme dub Jet Li's voice in English?

I saw Jet Li in Meltdown (aka High Risk) last weekend, and I could swear that they used Van Damme to dub Jet Li's voice for English. That's apalling! What an insult to two great action stars!

Why would they do it? Was Van Damme THAT desperate for the money? And who thought a Frenchman's voice suited a Chinese guy??

I also thought that was Jean Claude. Especially when he says, "Dont be sorry yet, soldier."
