"I was gonna ask if some of the things were true like with the first incident where Kit Li did the stunt but I guess not if it's a deliberate diss but I'd assume there's an air of truth in it?"
Jackie often felt that he needed to do his own stunts and that soon became a part of his image. So when someone is advertised as doing all of his own stunts, it would be a shock if that wasn't true.
Jackie has sometimes had to use stunt doubles for scenes in which injuries sustained from other stunts made him unable to do them. Like, in the end scene of Police Story, Jackie does most of his own jaw-dropping stunts (including dropping 12 meters down, electrocuting the skin of his hands on a pole covered in light bulbs) but he was doubled for a small scene where his character rides a motorcycle through a glass window, because Chan had trouble riding the cycle in doors.
Also in Dragon's Forever during the final fight with Benny 'The Jet' Urquidez, Jackie and Benny did most of their own stunts during the scene, but Jackie had to be doubled for one of the finishing moves because his injuries on set made him unable to do the final kick.
But back in the late 80's / early 90's, people didn't have DVD players to pause, so while this wasn't something that Jackie was keeping secret. This was something that wasn't a 100% known to the public.
Seeing that the director had worked with Jackie on City Hunter (which Jackie did most, if not all of his own stunts), he probably met a lot of his stunt team knew that Jackie had not done all of his stunts.
So, to get back to Jackie for openly being unhappy with the final cut of City Hunter, he decided to make a character (who is a spoof on both him and Bruce Lee) who doesn't do any of his own stunts and lies about it, in hopes of hurting his career. As someone who had worked with him, making such an accusation could have destroyed his image.
That and of course catering to the rumors that he sleeps around.
After Jet Li's rise to superstardom in the early 90's, he and Jackie met each other a couple of times. Always on a friendly basis, Jackie even sang the closing theme song to one of Jet Li's movies. Jet Li wasn't involved with the story in High Risk and there for didn't know of the many personal jabs at Jackie the film was making. After the film came out, Jet Li officially apologized to Jackie.
This was originally set to be the first film to feature both Jet Li and Jackie Chan together. You might think that because of the film was a spoof on Jackie that it does explain why it took more then 10 years after this to get them in a movie together. Though they have both often said they are on really friendly terms. When Jackie was once asked who would win in a fight between the too, Jackie said that Jet was his "little brother" and that he could never fight him, but jokingly added that he "would let him win".
In short, Jackie didn't do all of his own stunts, the movie was made in order to make him look like a fraud, Jet Li apologized and they are friends till this day.
