supposedly good-fun film: in reality, children who go through foster care complain that they are kind of suitcases going from one home to another. Parents are so obnoxiously selfish, that only perfect children would do, and no child is perfect.
No more terrible than adoption. Agencies seek out only perfect households, fearing any imperfection might be dangerous or traumatic. Children growing up under normal situations don't live in perfect households or with perfect parents and they manage just fine.
It's called bureaucracy.
