Herod's Councillors

I've long been trying to figure out how many of the black-coated henchmen Herod had.

In the final scene, I counted eight scattered throughout the town. It's possible that one of them moved up to the tower from the street and there are only 7.

Two are killed in the clocktower, then Cort kills 4 and injures one. So 7 are killed/wounded. Plus maybe one was killed in the other explosions?

Here's a further confusion: There were only 4 actors that played the henchmen. Since none speak and none get focused, all play generic characters, meaning counting them is pointless.

Has anyone counted them and figured it out?
