Yeah, I always figured it as a homage. It stinks though that this movie isn't too good because it's one of the reasons I've struggled to get my friends and family to watch movies like Once Upon a Time in the West. They have seen movies like this and it has helped turn them off to westerns.
I also find it a funny coincidence that while I don't really care for this movie, both Gene Hackman and Russell Crowe star as the villain in two of not only my favorite westerns, but my favorite films ever: Hackman of course in "Unforgiven" and Crowe in the great remake of "3:10 to Yuma." Oh, and both have won the Academy Award for best Actor in a lead role - and Hackman's also won for supporting, which he won for "Unforgiven." I do believe DiCaprio will win at least one before his career is through, which would add another Oscar winner to a film that isn't very good.

It borrows from a lot of Westerns. The Once Upon a Time in the West reference is the most apparent, though. But then most "modern" Westerns tend to do "borrow", except perhaps for Unforgiven.
