Japanese VHS version
It turns out there was a Japanese VHS release of this film. However, I've never seen it.
To anyone who has it: Is it legit, and in English with Japanese subtitles?

I have it around somewhere. Just gotta find it.
shareWhen you do find it, can you also tell me if it's in NTSC speed and runs 87 minutes, instead of 84 on PAL copies?
shareI sure will.
shareIt's been a month. Did you find it?
shareYes. It runs 87 minutes.

What about my other question? Was it officially released by Universal Home Video, and does it have the English dialogue, with unremovable Japanese subtitles?
shareUniversal Home Video

And does it have English audio, with Japanese subtitles that cannot be removed?
shareYes.

Thank you for all of your information. I guess I could get that version of Problem Child 3, since Universal is never gonna release it on home video here in the states, and I despise PAL Speed-Up.
shareNo problem. Glad to help.
Why get this though? To each their own but I wouldn't...spend money on this.

I'm a completist. That's why.
And besides, at least the scenes with Eric Edwards, Jack Warden, and Gilbert Gottfried make it worthwhile.
You can always get the UK DVD release. Region 2 (UK I believe) DVDs work on computers and laptops.
