I haven't seen this film for a long time, but it now strikes me that some of the plotting gives a nod to the German film, or at least Fritz Lang's Dr. Mabuse - the old silent movie.

I haven't seen Mabuse The Gambler, so I don't know what you are referring to. otherwise, I see little resemblance to the Mabuse films and this, other than Marlow manipulating the crime from jail (as in Testament of Dr. Mabuse). That is also an aspect of Manhunter/Red Dragon.
