I think becuase he is most comfortable around her and not intimidated.
He does love her after all.

I think he stutters when he feels intimidated especially by the main villain.

He and the girl were the villians. They both hated their parents and wanted revenge. They may not have been responsible for the first murder, but they were for the second. The stuttering boy pretended to be a bit stupid and the more he stuttered, the more the police felt sorry for him.

Stuttering is often a reaction to stressful or uncomfortable situations. With Polly, he is more comfortable and self-assured. Unfortunately, he is deluded to how she feels about him.
