Why was the US creating a weapon out of that disease?


Why was the USA creating a weapon from that disease when they had the cure all along?

Viral Hemorrhagic Fever (in this case 'Motaba') would be a great way to wipe out another country's invading troops. The cure is there in case the specimens in their laboratories ever get out or friendly troops are affected during deployment of the virus.

Most countries have their own facilities containing this sort of virus (Ebola, Marburg) and others (there are usually 4 levels of 'seriousness', to put it lamely)
They keep them for research into cures, (in case the disease sporadically appears again, for example, in the case of the Ebola outbreak in West Africa right now) or for using in biological warfare should there ever be a war they consider serious enough to warrant the use of it.

You could wipe out an entire army with the disease.. all the while immunizing your own personnel from the virus.
