did he really think it would be easy for johnnys character make the kill in the elevator with all those people in there not to mention his unwillingness to do it he treated him like it could have been easy thing to do

However, I think Walken was an idiot for wanting it to happen in a glass elevator he was riding in. Depp shoots governor, aides tackle Depp, Depp's trigger finger keeps pulling and bullets are flying around, glass elevator shatters, scufflers start plummeting to their deaths...
Not exactly the best location to observe an assassination.
