the cops are so messed up.
they shot him in the head, and then when the cops ran closer to the body they
said, "we got him? Whoowie! we got him cap!"
i was like "why would they shoot like that if they're not 100% sure it was the right guy. ??

Yeah, he wasn't armed. They just picked him off. Definitely would be an investigation and the officers would be prosecuted if it happened today.
shareWhat got me was the fact that that was clearly manslaughter, if not self defense but the captain told the other officers that he was "dangerous". Then he told them "Don't be afraid to use your weapons because he won't be afraid to use his". In other words, don't even worry about arresting the guy, just shoot him on sight and all he had was a knife.
