If they rebooted this film...

I don't think focusing on martial arts / big hollywood stars is necessarily the best idea. Lets assume the lowest budget for maximum awesomeness, then the script should be really cut down with minimal environmental design / props / CG. Who would be perfect for a script like that? I think Kahn would have to only appear at the end, so he doesn't need to be a big star. Scorpion /Sub Zero / Liu Kang / Sonia / Kano / Cage have already been featured so much, lets assume you want to do something fresh and cover another character with lots of potential... Raiden is not necessarily the best choice for keeping things low budget right? Shang Tsung on the other hand can look like anyone, which brings up awesome story possibilities. The whole film could be about Shang Tsung running a shadow operation on earth to find the greatest warriors to secretly sabotage earth realms chances at success in the future tournament. You could really get into the mind of how driven and power hungry he would be, and with a skill like shape shifting almost noone could ever get the upper hand over him. Ultimate power fantasy, and doesn't need to realy heavily on CGI or martial arts to make it interesting. I feel the same way about Shang Tsung in the game whenever I play against him or as him in the original trilogy. His shape shifting powers make him unlike anyone else, but capable of being anyone else, ergo he is the most complex character and you only really need him to make it compelling.
