It is. For all of the glaring obvious flaws and lack of anything interesting story or character-wise, it's actually a pretty fun film. A good antagonist, surprisingly strong cinematography and fight choreography, and even managed to include the "kid angle" of the film without overriding the story for the sake of that narrative sub-plot. A buddy of mine and I are planning on doing a review of it soon.
It also has moments of surprisingly good filmmaking, not to mention Paul Freeman as Ivan Ooze was actually a really interesting antagonist for the Power Rangers to fight.
Despite the retroactive criticism of the film (and admittingly thin plot and character depth) it's a fun film to enjoy and certainly one of the best PG action-adventure movies out there. Also, there are tons of bad puns which I always enjoy.
