Is THIS The Movie I've Been Looking For?

There’s a movie out there I’ve been trying to put a name to for years. I thought it was a Sinbad movie, but I’ve looked and none of the plotlines fit. Anyway, here’s what I remember: It’s set in modern times (1992ish) and involves a kid (who lives, I think, in LA) and a Gameboy (I think). Somehow he ends up tangling with pirates, and there’s a scene where they’re on a beach and these things are moving under the sand (like in Tremors). I also remember one of the pirates being very, uh, flamboyant: Red silk suit, that sort of thing. There’s a scene where the pirates are passing a bottle of whiskey amongst themselves around a fire, and when the flamboyant pirate gets it, he wipes the lip off with a hankie. Anyone know what I’m talking about?
