in which a kid throws a frisbee with razor blades at a guy and slashes his neck open? If not, does anyone know what movie i'm thinking of?

Ahahaha. No, it's not the same movie. Unfortunately I don't know what movie you're talking about, though this thing sounds pretty familiar:-(

hmmmm. I could have swore this is the movie in which that was from. Could that scene possibly be from one of the phantasm movies?

mabey your thinking of mad max when that kid throws that boomerang and cuts the guys fingers off he also gets a guy in the head

No, It definatley wasn't one of those movies. It was a like a little kid or little person in a mask that runs down the stairs of a house really quick and throws a frisbee that had razors on it at a guy and it slices his neck open an inch or two. It came out around the mid 90s. I remember seeing on cinemax long ago. Oh well.
