Softest R Ever?

I saw this in theatres when I was 10 and when the newer Dredd came out I looked this up and was shocked it's rated R. Watched it again on Netflix last night, and really don't see or hear the R. Most violence is off camera or quickly cut away from. The language is hardly worth censoring on network TV, if at all. Easily less violent than Captain America: The Winter Soldier. Sure the boundaries of PG-13 have shifted since but this should have been PG-13 in the '90s.

PG-13 was what the studio wanted at the time, but due to concens over gun violence in movies the film was slapped with an R rating!
Apparently the film was NC-17 before substantial edits!
Pity that footage couldn't be found and reinstated, but word is, it is lost forever!
It's doubtful whether the added violence would of fixed the fundamental flaws in the movie and improved it in any great way, but it would of been interesting to see.

Interesting, guy made some good action movies back in the day, but he is like Avika Goldsman when it comes to comic books.
