I think it was just a conceit for the movie to show that Neil wasn't a man to *beep* with. If the guy just gave the vault up without resistance, then we the audience don't get to see how efficiently brutal Neil is capable of being.
You're right that, in reality, the vast majority of managers in that situation would give up without hesitation...everything is insured and not worth dying over.
He could have had more than one key.
