Can a British person explain this to me please? I'm one of the millions of Americans that doesn't understand Monty Python style comedy.

It isn't Monty Python-style writing; 'the writing's on the wall' is basically saying something is clear and obvious in a bad way, and doesn't really require saying. Bond saying it is basically a testament to the effectiveness of Q's grenade pen, Q's addition is basically black humour regarding the fact they just literally smeared the test dummy across the wall.
