Oliver Reed

Is it ever properly explained who Reed's character is? I just remember him showing up for one scene dressed unaccountably like Dr Fu Manchu, then he's in the audience for the final scene, and that's it. When I read in the Trivia here that most of his part had been deleted during editing, that explained a lot.
