I think it's probably just some fictitious country made up. i love martin short... but he probably couldn't do any one accent well enough, so they just made up some country 'cause that particular accent was funny, with george not being able to understand what he was saying and the women could... etc.

Allot of what he said, even some actual words, sounded like German, or something similar. Though most of it was probably exaggerated beyond recognition.
