reason for illegal night club


Can anyone explain the context of the illegal club? There seemed to be a lot of regular night clubs in the area, and the police were aware of it's presence anyway.

Since Devil in a Blue Dress took place in 1948, I'm guessing discrimination had something to do with it. As a woman and Black person, maybe Hattie May Parsons couldn't get the appropriate licenses and permits through the official channels? To serve her clientele of black folks, she had to run an underground night club.
