Smoking the cigar

At the begginning of the film, Hackman and Washington are outside the sub, smoking cigars. Hackman states that, "it's his last breath of polluted air for 65 days."

I didn't understand this, as smoking was obviously permitted on the sub at the time, and the captain himself was seen chomping on a cuban cigar elsewhere in the film. Have I missed something here, or is this just a glitch in the script?

I believe that Ramsey (Hackman) was referring to the air above the surface as opposed to the recycled air in the sub.

I thought that line meant they couldn't smoke when the sub was underwater. Obviously, they still could smoke down there. Lucky for these men, they could keep smoking those fine cigars and Marlboro Red's while down there... the way it should still be!
