So if Viggo's character died there would've been no way to launch the missiles, since he was the only one who knew the combination to the safe. That's just stupid writing.

CGS is correct. I had no clue when I posted previously in this thread. (I was remembering scenes out of sequence, having, as I stated, not watched in a long time.) I am going to delete that previous post, which was thoroughly wrong.
