Who decides?


On a submarine, who exactly decides if a nuke is going to be launched?
I thought it was Captain and XO, who has to agree, but in this movie it was basically Weps? He only knew the combination, so it was him who was deciding. Even if XO agreed with the Captain, if Weps didn't agree and refused the order like in the movie for some reason, they would not be able to launch.

The President of the United States is the one who ultimately decides. That order must be communicated and confirmed to the CO and the EXO, who then carry out the order.
