In terms of being just bone-chilling? "Fresh"
But I would say the graphic violence, the police brutality, the open nastiness even among the police officers, the confrontational nature of this movie makes this win for nastiness.
It lacks the abnormal nature of "Fresh" so it's no NC-17, but hard R-rated stuff it definitely is. Lots of bloodshed.
Freash has more graphic scenes, but Clockers is a better movie overall. I don't think anything being "nasty" makes it better. If I want gore I'd watch Hellraiser.

Nah in terms of graphicness "Fresh" restrains itself from overt bloodshed. It restricts the violence to episodes. "Clockers" is more hardcore when it comes to the violence, and just the in-your-face nastiness of the cops and the drug dealers. Most characters are completely unlikable. Except for Strike perhaps.
